The FAQ suggests you ask the author of a package directly.
In this case it looks as if it is the file panel/doc/documentation.tex
in the package sources, and perhaps the README needs to explain this.
General comment to package authors: documentation will not get installed
unless you provided a processed version in inst/doc. So having a PDF
version as inst/doc/Panel-users-guide.pdf (here) is a good idea.
