[R] Is there a package for wavelets?

There's an FAQ for R, which will show that package wavethresh does a
little of this.

No.  It's copyright code, and also mainly compiled.

In general (there may be exceptions), using S-PLUS code for R will be in
breach of the license conditions, and looks to me like theft.
