[R] making Rmath.dll

Win2k
gcc-2.95.2
perl 5.6.0
R 1.2.2

I am trying to make Rmath.dll using the instructions in README in
/R/src/nmath/standalone and get the following error:

making mlutils.d from mlutils.c
mlutils.c:21: config.h: No such file or directory
make.exe[1]: *** [mlutils.d] Error 1
make.exe[1]: Leaving directory `d:/R/src/nmath/standalone'
d:\gcc-2.95.2\bin\make.exe: *** [all] Error 2

I see in mlutils.c the code causing the problem:

#ifdef HAVE_CONFIG_H
# include "config.h"
#endif

and in Makefile.win where HAVE_CONFIG_H is set:

CFLAGS=$(OPTFLAGS) -I../include -DHAVE_CONFIG_H

It would appear that I need a config.h. I see a shell script in
/R/src/gnuwin32/include/config.h.in which looks like a potential solution. I
must be missing a step but in reviewing R docs and help archives I can figure
out what it is.

Any help is greatly appreciated.
