[R] how to compile R source code under Win NT?

'Fraid so.  Also, as things which worked when an R version was released
maybe no longer do so, we have a `portal' at
http://www.stats.ox.ac.uk/pub/Rtools/
with links to current URLs for the currently recommended tools.
(Even then sites go up and down.)
