[R] how to compile R source code under Win NT?

A listing of the recommended tools, version infomation and URLs where
these tools can be found is given in the INSTALL file in the
src/gnuwin32 directory when you unzip the distribution file.

The relevant line in this file is
  We recommend that you use the mingw32 port of gcc-2.95.2 by Mumit Khan
    from http://www.mingw.org/ or 
    ftp://ftp.xraylith.wisc.edu/pub/khan/gnu-win32/mingw32

You will also need the appropriate version of Perl and the
different utilities such as make, cat, cp.
