[R] DLL for calling Fortran subroutines

Just a thought, maybe is package (if it's really one in R sense) doesn't
load the DLL.

May be he could try to dyn.load is DLL. From the looks of it I suspect he
confused the library function with dyn.load or something like that.

My 2 cent bit.
