[R] experimental design resolution

Hello,

I would like to be able to use R to calculate the resolution or power of
experimental designs. I have a couple of questions:

1. Does R already have methods I can use?

2. If not, I plan to prepare a package that will implement the methods
described in Wheeler, RE (1974) Technometrics 16:193-201. Is there a
better choice?
