[R] help in fortran code

The Fortran code is in the src directory of the package distribution,
on CRAN in src/contrib/KernSmooth_2.22-3.tar.gz.  I can only assume you
have downloaded a pre-compiled version.

Please send enhancements to Dr Wand and not to R-help.
