Tillmann Krahnke raised an important point I should have mentioned in
yesterday's mail:  Are non-US applicants eligible?

Definitely: Statistical computing is a very international activity and
should be encouraged everywhere.  That was always my intention, and
it's how I interpret the description of the award from ASA.
