[R] Rwinst.exe problems

Setting the R_HOME environment variable cures the problem under both NT and 
Win2K.  Shortening the path also cures the problem.  Since the path is more 
problematic to fix, I much prefer the R_HOME environment variable solution.

Thanks for helping identify and solve this problem.
