[R] HTML help in rw1011 is missing its stylesheet.

Only relevant if you installed HTML help from rw1011w.zip.

Looks like rw1011/library/R.css was omitted from the shipped zip file.
Pleas copy rw1011/doc/html/R.css to rw1011/library.

Source builds do copy the file as needed.
