[R] what is rw0641sp.zip ?

To amplify that a little, there is no longer a source patch file for
Windows. Everything needed to compile on Windows is in the standard source
distribution as of R-0.64.1.  See the readme, readme.packages and rw-FAQ
for fuller details.
