[R] R 0.64.2 for Windows 95/NT

No. I have never tried installing in the root directory, and that
probably fails, since c: vs c:\ is handled differently from c:\rbeta vs
c:\rbeta\.  I'll add a special-case check for this.

You can just move the files, of course.

Yes, that is what is specified to happen.
