[R] RPM for gss package

I have not recently updated the RPMs for contributed R packages.
I was hoping to be able to quietly drop them.

There are good reasons for providing an RPM for the base distribution:
1) Compilation of R is rather slow on older machines.
2) Compilation requires a lot of "devel" packages which take up disk
   space.
3) System administration is easier with rpm.

None of these really applies to contrib packages which are all
1) small, and hence compile quickly,
2) require only a C and Fortran compiler (usually).
3) pose no admin problems: there are builtin R commands for installing,
   removing and upgrading them.

If you con't have enough space for a Fortran compiler, you are probably
pushing the limits of what you can do with your PC anyway.
