[R] color allocation problem

I am currently fixing this. The problem will be gone in 0.64.

The problem is in the way that X11 handles color. It is particularly
acute if you are running things like Netscape and Window Maker, which
gobble up all the colors they can get.

The New Plan:

On Pseudocolor (8-bit) displays will try to pre-allocate (a.k.a.
gobble up) a reasonable selection of colors and then approximate the
colors a user requests from this collection. If necessary I will
install a private color map, which will result in wild color changes as
you move the mouse in and out of R graphics windows.

On true-color (16, 24 or 32-bit displays) you will get exactly the
colors you ask for.
