R-beta: keyboard bug in Guido's R62.3

 Has someone else experienced this sort of problem?
 I tested the following combination: Win3.1+Italian keyboard 
 (on an It. keyboard '~' = ALT+126 on the numeric keypad),
 Win95+It. keyboard, Win95c+English keyboard,WinNT4.0+English keyboard).
 On the It. keyboards, I also tried the Alt-Gr key (we have []@#)
 but I was not able to reproduce the problem.
