Yes I've been using that version on both a Windows 3.1 and Windows95 with 
no problems (only bug I came across is that round()  doesn't seem to work 
correctly).  

While not as nice as the unix mechanism, there is a substitute history
mechanism that I find rather nice: go to a previous command, press
shift-end to highlight the command, then alt-x to print it on the command
line.
