[R] Problems with R under Win 3.1

Thanks for straightening this out.
OS/2 either includes win32s or you can add one. (One problem is
that Win-OS/2 only "supports" a win32s up to about version 1.25, I
believe. This of course limits the programs that will run, like
S-Plus Version 4.5 will not run because it requires a newer
win32s.)
