[R] installing R packages in Windows?

This is the list of libraries which I am interested in:

VR, event, fracdiff, gee, gnlm, growth, lme, logspline,
multiv,polymars, ppr, pspline, repeated, rmutil, rpart,
stable, survival4,tree, xgobi.
