It looks like you've loaded it down using MS BRAIN DEAD NT or 95 -
somehow it just puts these bizarre filename extensions on it unless
you are very careful.

may i suggest you rename the file to ctest_0_9-3.tar.gz - then things
might work OK - winzip should ask if you want to write ctest_0_9-3.tar
as a temporary file so you can look inside the tar file 
and unix tar zxvf ctest_0_9-3.tar.gz should work  OK unless 
you have an old version of tar and then 
gunzip ctest_0_9-3.tar.gz; tar xvf ctest_0_9-3.tar should be OK
