There is a network of ftp and web pages that have R.
        ftp://ftp.ci.tuwien.ac.at/pub/R (Austria)
        http://www.stat.unipg.it/pub/stat/statlib/R/CRAN (Italy)
        ftp://ftp.u-aizu.ac.jp/pub/lang/R/CRAN (Japan)
        http://www.stat.math.ethz.ch/CRAN (Switzerland)
        http://lib.stat.cmu.edu/R/CRAN (U.S.A.)
        ftp://franz.stat.wisc.edu/pub/R (U.S.A.)
        ftp://ftp.biostat.washington.edu/mirrors/R/CRAN (U.S.A.)

Try one of these, rather than Auckland.

R is not public domain, but it is freely useable and freely distributable,
which is probably what you meant.
