[R] R-0.63.1 is released

  Main problem here is that Brian isn't lazy as I am. Hence, he recompiled
  R-0.63.1 just after the releasing for Unix starting from
  my experimental release which has support for batch under Win32
  (and adding some enhancements, too). In this release, there is
  a big dll (R.dll) with all the R code and other dll's must be linked
  against it. This implies that dll's linked as before against R.exe must be
  recompiled.
  During next days, I will (i) merge Brian's changes in my source,
  (ii) add a couple of other features (in particular support for animation
  without `tricks`) and (iii) make it available.
  After this, Brian wrote to me that he will provide binary version
  of the additional packages.
  In the meantime, note that Brian bdr... file contains support
  for compiling other packages under Windows.
