R-beta: Re: 'sample' function

Apologies: Prof Ripley was kind enough to point out that my code was
seriously broken in sampling without replacement.  In tracing this, I
actually ran the S-PLUS examples and found that they didn't work as
advertised in the manuals.  That is, one _doesn't_ get a vector
completed with NAs when the number of samples is greater than the
population with non-replacement.  I have fixed this, but still have to
crack the problem of returning static empty strings as the 'character'
analogy to NAs.  Also, I would like to track down the more efficient
algorithms that were suggested.
