You can fix it in the start-up script:

...
# Default Printer Paper Size
# Choose one of the following
# R_PAPERSIZE="a4"
# R_PAPERSIZE="letter"
# R_PAPERSIZE="none"
R_PAPERSIZE=a4
export R_PAPERSIZE
...
