I am the provider of this link.
The reason that it look so up-to-date is that it __IS__ more recent
than almost anything: It is based on a daily mirror of the inofficial
source code in Auckland.
It used to be the HTML version of help for the latest __released__
version of R.  However, since that is so old currently, I switched to provide
the above...

One of my own priorities as member of the R-core team actually _is_ the
accuracy and usefulness of (online) documentation...

I don't think that this really makes sense.
The current documentation documents features which are not in the currently
released code...
