As Martin pointed out the problem was just that no-one knows the answer.

Perhaps we should put the split.screen() set of commands on the To Do
list.  They're documented on pp577-8 of Chambers & Hastie.  I have very
rarely seen them used, as for most purposes par(mfrow) is easier, but if
you need them you need them bad.

It won't be easy, especially if you want to avoid messing up the
print.plot() and save.plot() functions.
