Must be relevant. On one of my systems, the packages with the RFC5322
dates in the "Built" field all come from the Debian repository; the
base packages and the manually installed ones all have the
as.POSIXct-friendly format.

It turns out that when building a Debian package from an R package,
/usr/share/R/debian/r-cran.mk sets the timestamp based on the Debian
changelog entry: https://bugs.debian.org/774031
