[Rd] Innosetup 7: 64-bit & Windows

Hello.

Innosetup recently took version 7 out of beta and released it properly
[1]. Using IS 7.0.2-x64 [2]On Windows 11, r-devel 90279 compiled,
passed make check-all, and installed properly on my system, so long as
the proper subdirectory was passed to ISDIR, in my case "ISDIR =
C:/Program Files/Inno Setup 7". I would guess that eventually R-devel
may want to make IS7:64 the default, but I wanted to share that it
works now.
