[Rd] R 4.6.0: The R release doc folder on CRAN points to R 4.5.3

Thanks for the R 4.6.0 release - awesome work and exciting updates.

You might be getting to it, but if it was forgotten, while
https://cran.r-project.org/doc/manuals/r-patched/ refers to R 4.6.0,
the

  https://cran.r-project.org/doc/manuals/r-release/

folder still refers to R 4.5.3.

R Project pages (e.g. https://www.r-project.org/news.html) and the
CRAN pages (e.g. https://cran.r-project.org/banner.shtml) points to
the https://cran.r-project.org/doc/manuals/r-release/NEWS.html file,
i.e. anyone that looks for "What's new?" in R 4.6.0 will get old info
right now.
