   It looks like both items 1 and 3 have already been implemented in the 
development version of R; see 
https://github.com/r-devel/r-svn/blob/main/doc/NEWS.Rd (search for 
"notin" or "confint.default")

   It looks like your attached patches got stripped from the e-mail.  As 
https://www.r-project.org/mail.html discusses:
