As in

CHANGES IN R 4.3.0:

     • libcurl 8.x is now accepted by configure: despite a change in
       major version number it changes neither API nor ABI.

?

What version of R are you looking at?  (This has also been backported to 
R 4.2.3 patched although possibly untested there.)
