[Rd] Stale link from ?check to R Internals

Hi the reference to R Internals
https://cran.r-project.org/doc/manuals/r-release/R-ints.html#Tools
in ?check (PkgUtils.Rd in utils package) is stale. Here is my proposed
patch (use named reference rather than numeric reference to avoid any
similar broken links in the future).
