It's not on the Winbuilder path.

Use the OS_type field in the DESCRIPTION file.

List the libraries as SystemRequirements in the DESCRIPTION.

You can make a Windows-only package that contains it, but it's quite
possible CRAN won't accept it. See their policy document statement on
portable code.
