It seems this is more than cosmetic; simple commands seem to fail:

E:\sandbox>cp c:\Users\biocbuild\Downloads\iClusterPlus_0.99.8.2.tar.gz .
      1 [main] cp 3348 shared_info::initialize: size of shared memory region changed from 27984 to 21136
15001297 [main] cp 3348 c:\Rtools31\bin\cp.exe: *** fatal error - add_item ("\??\c:\Rtools 31", "/", ...) failed, errno 1

I am reverting back to my previous version of Rtools for now, till I hear that this has been addressed.
