[Rd] Small bug in install.packages?

It is 8.3 on my install of 2.13.0 (release) and I get the same results
with the current R-patched.
R version 2.13.0 Patched (2011-06-20 r56188)
Platform: i386-pc-mingw32/i386 (32-bit)
