Ah, my mistake was assuming that the package namespace and environment
were the same thing.

Interestingly the namespace is dynamic:

> parents(getNamespace("devtools"))
...
[31] "base"
> library(roxygen)
> parents(getNamespace("devtools"))
...
[31] "Autoloads"            "base"
