[Rd] some queries over cross-compilation

Cross compiling support has been dropped.
If you want to have it, please patch the sources yourself.
If you just want to get a Windows biunary of one package and you do not 
have a Windows machine around, you may use the service at:
http://win-builder.r-project.org/
