[Rd] 'mean' is not reverted in median() as NEWS says (PR#13731)

That text is not in the NEWS file for 2.9.0. And the NEWS file that it 
is in is not for 2.9.0, and does not list that change under "CHANGES IN 
R VERSION 2.9.0".
