[Rd] save.image fails when the directory structure has Hebrew in it. (PR#13855)

Hello to who ever reads this.

I use R 2.8.0 on win XP

I noticed for some time now that every time I use the menu commands:
file -> save work space
If I am saving to a directory that has Hebrew in one of the folder names on
the tree, the save.image will give the following error massage:

Documents\\=F2=E1=E5=E3=E4\\statistics\\=E6=E4=F8\\=EE=E9=F8=E9 =E5=E6=E4=
=F8\\code\\=F0=E9=F1=E5=E9

*Error in save.image*("C:\\Documents and Settings\\Tal G\\My
Documents\\=F2=E1=E5=E3=E4\\statistics\\=E6=E4=F8\\=EE=E9=F8=E9 =E5=E6=E4=

 * image could not be renamed and is left in* C:\Documents and Settings\Tal
