This statement doesn't make sense.  Either you downloaded it and it does 
exist, or it does not exist because you failed to download it.

What URL are you using?  I see that file at

http://cran.r-project.org/bin/windows/base/R-2.6.2-win32.exe

Is that what you're downloading?
