[Rd] Makevars or congiure for multi platforms

Prof Ripley,

I fixed and uploaded.

However, it is still useful for development of a package that is close
to R core,
if Rconfig.h contains all definitions in config.h. If Rconfig
contained all information,
I didn't have to refer the private header directory.
