This sounds like a Winzip bug to me.  I just tried

  tar zxvf ../party_0.9-5.tar.gz

and it unzipped with no error.  (If you want to use the source package, 
you should have tar.  If you only want the binary, you don't need the 
tar file, just download the .zip.)
