[Rd] R-2.3.1.tar.gz does not contain VR bundle (PR#9084)

Where did you get this file from?

The version on the CRAM master does contain the bundle (and did it not 
seem strange to you that no one had reported this in the 6 weeks that the 
version had been out if there was a problem?).

It is also possible that there is a bug in your tar, or a problem with 
your disc system when unpacking.
