On 2.3.0RC it does

> plot(0, 0, xlim=c(3, 5), ylim=c(0, 10, 17))
Fehler in plot.window(xlim, ylim, log, asp, ...) :
         ungültiger 'ylim' Wert

so it seems it was already solved.
