Simply look into file .../po/Linguas
For R-2.2.0 alpha it has:

en
en_GB
fr
de
it
ja
ko
pt_BR
ru
zh_CN
en at quot

The corresponding web page is CRAN/other-docs.html
It contains links to the Japanese translations. I do not know of other 
translations.
