[Rd] Running ./tools/rsync-recommended through a proxy

Googling for 'squid rsync' suggests that squid has to be explicitly
configured to allow rsync, e.g.

http://www.sai.msu.su/~er/rsync_proxy.html

Why not ask the proxy administrators if they have rsync configured?
