Please look at the current documentation:
The @code{fptex} distribution of @LaTeX{} (directly from any CTAN node
such as @url{http://www.ctan.org/tex-archive/systems/windows/fptex/} or
via XEmTeX at @url{http://www.fptex.org}) includes a suitable port of
@code{pdftex}.
(www.fptex.org was available until very recently.)
