It is not a replacement, just simply one of number of different (G)UIs to
the apt/dpkg/dselect functionality and APIs. There are quite a few others
out there (synaptic, feta, wajig, gnome-apt, kpackages, ...)

One day I hope to overhaul the packaging such that we can allow for
r-release and r-devel to be installed in parallel.  Combined with scripted
builds of r-devel, this would make for a better testing environment.
