What about using Cafe Press (http://www.cafepress.com) ? I've not used 
their CD facilities myself (though I've bought other stuff from stores 
they host), but they claim to produce actual CDs not CD-Rs and their 
prices are fairly reasonable for a service that is basically 
one-off---US$4.99 w/o jewel case US$8.99 with assuming no markup by the 
R Foundation (whom, I assume, would be the recipient of any markup).

Using Cafe Press also makes it easy to make T-shirts, baseball caps, 
beer steins, whatever. They can also do books, oddly enough. The only 
thing I'm not sure about is how Cafe Press would deal with the 
Foundation being based overseas.
