I get a different wrong answer in 1.8.1 for Windows:
> x<-matrix(1,nrow=100,ncol=1)
> stem(x)
The decimal point is 9 digit(s) to the left of the |

No loop, but not right either.
The same results show up in r-patched and r-devel.
I'll try to track it down...
